Function: createLocalFsProvider()

function createLocalFsProvider(config): WorkspacePersistenceProvider;

Creates a WorkspacePersistenceProvider (id local-fs) that stores each workspace as a JSON file in a user-chosen folder. The chosen directory handle is kept in IndexedDB so the folder can be reused across sessions. connect accepts openPicker or forcePicker to always show the directory picker; otherwise a stored handle is reused when available. Snapshot ids are file names.
